The Telecom Regulatory Authority of India (TRAI) on April 22, 2020 has released a consultation paper on “Framework for Technical Compliance of Conditional Access System (CAS) and Subscriber Management Systems (SMS) for broadcasting and cable services”.

With the recommendations given by the committee, government gave out recommendations for the amendment of cable tv regulations, taking ahead the digitization in the cable tv sector. The digitalization process was brought into four phases and was finished off in the entire country on March 31, 2017. This helped in implementation of transparency in the cable tv department and introduction of selective channel showcase according to the consumer. The CAS and SMS featured were introduced as well in the department considering the digitization. However, the CAS was not implemented properly by a lot of agents and was susceptible to hacking of the software. The issues were raised by the various stakeholders and the government is paying proper attention to such issues.

Further, keeping this in mind, TRAI invites comments from stakeholders on the consultation papers on a suo-motu basis. All the stakeholders are required to pass on such consultation papers on or before May 20, 2020. Counter-comments on such paper shall be then submitted up till June 3, 2020. The comments or counter comments may be sent to Shri Anil Kumar Bharadwaj, Advisor (B&CS) TRAI, on the email id. [email protected] or [email protected].
