The State Government of Kerala on April 21, 2020, issues the Foreign Liquor (Second Amendment) Rules, 2020 to further amend the Kerala Foreign Liquor Rules.

The Government have decided to supply foreign liquor from FL.1 and FL.9 Licensees to any person who is eligible to possess foreign liquor due to emergency situations. At present, the Foreign Liquor Rules does not allow supply of foreign liquor from FL.9 Licensees to persons. However, the FL.1 Licensees are allowed to supply foreign liquor to public. To allow supply of foreign liquor to persons from FL.1 and FL.9 shops in emergent situations, Foreign Liquor rules need to be amended suitably.

These Rules shall be deemed to have come into force with effect from March 30, 2020.
