The Maharashtra Agriculture Department has issued guidelines on procurement, processing and supply chain and transportation of seeds, fertilizers and pesticides during the lockdown scenario due to COVID-19 pandemic. The manufacturing units engaged in production of essential commodities may function and will also be permitted to operate. The shops and establishments providing essential goods and services which include (i) supply chain and transport of essential commodities; and (ii) exports and import of agricultural goods and services shall be excluded from the restrictions.

The seeds and fertilizers are the essential commodity within the meaning of the provisions of Essential Commodities Act, 1955. Thus, the following guidelines of Production, Processing & Movement of seeds, Fertilizers and Pesticides are:

 All companies are directed to take suitable measures and safeguards while handling the seed. It is further informed that no hoarding of the seeds shall happen in the state. All the processed and packed seed must be available to the farmers before monsoon.

 The vehicle carrying should carry documents clarifying that they are moving seeds or the packing materials, leaflets, material etc. required for packaging.

 There shall not be any restrictions on the movement of fertilizers and pesticides and their raw material required for production from one place to other place within the state and from other state. All the stakeholders involved in the fertilizer operation shall continue the operations. The fertilizer and pesticides dealer shops shall remain open and continue functioning.

 All warehousing corporations are permitted to continue their business and shall make payment of wages or salaries fully.

 All the activities including movement of seed, fertilizer and pesticides needed to be carried out by the institutions and functionaries including dealers concerned should be permitted to function during the lockdown by concern district authorities.
