Government of Haryana issues parameters and methodology for subsistence financial assistance to industrial labourer

The Haryana Labour Department on April 06, 2020, issues certain parameters and methodology for verifying workers for disbursal of COVID-19 subsistence financial assistance who have enrolled on unorganized labour portal (poorpreg.haryana.gov.in).

Workers have claimed themselves as industrial labourer in their basic registration Performa. Therefore, to verify whether these labourers are actually industrial labourers or have claimed to be industrial labourer advertently, the labour department has issued following parameters:

1. Whether the work is actually working in the claimed Company or Industry or Establishment etc.? (Yes / No).

2. Whether the monthly salary of the workers is less than and equal to Rs. 15,000/-?

3. Whether the worker has received the salary for the month of March, 2020 from the employer or contractor or not?

Further, it is directed that to arrive at the decision of approving a particular worker eligible for receipt of COVID-19 financial subsistence aid in this category by adopting the following methodology:

1. If the workers is not actually found registered employee or workers then they will not be eligible for the financial assistance and their claim will be rejected at the portal itself for false information or for not claiming under relevant category. 

2. The concerned officers shall make all efforts, to ensure the payment of wages to workers without any deduction within 2 days, if they have not received the wages for the month of March, 2020.

3. However, if the workers didn’t get salary or wages within above mentioned 2days, then the concerned authority will make that workers eligible for receipt of COVID-19 financial subsistence, if their salary is less than and equal to Rs. 15,000/-.

4. Further, if the monthly wages of the workers are more than Rs. 15,000/- then the concerned authority will reject their claims for COVID-19 financial assistance.

The Haryana Labour Department also provides format for submitting final consolidate verification report.
