ASERC publishes the Draft Assam Electricity Regulatory Commission (Electricity Supply Code) (Second Amendment), Regulations, 2020

The Assam Electricity Regulatory Commission (AERC) on February 06, 2020, publishes the Draft Assam Electricity Regulatory Commission (Electricity Supply Code) (Second Amendment), Regulations, 2020 to further amend the AERC (Electricity Supply Code) Regulations, 2017.

The amendments are as under:

Under regulation 2.2.3 which talks about the (Contracted Load/Contract Demand and Billing Demand, the line “The declaration shall have to be made to the licensee by 30th September of the preceding year” has been replaced as under:

Declaration made during April 01 to September 30th of a Financial Year (FY)

Shall be effective from April 01 of the succeeding FY

Option-II

Declaration made during October 01st to March 01st of a Financial Year (FY)

Shall be effective from October 01 of the succeeding FY

Under regulation 6.3.7.3 which talks about the Billing in case of defective/stuck/stopped/burnt meter a new clause has been inserted, namely:

Clause (e): After replacement of the defective meter by a new and correct meter, the bill shall be revised on the basis of consumption recorded by the existing meter when in order or the consumption recorded by the new meter whichever is higher as per procedure outlined in clause a),b) and c) above for the period when the meter was not working. However, the revised bill period shall be limited to period of six months immediately preceding the date of detection.

These regulations will come into force on the date of their publication in the Assam Gazette.
