The Ministry of Shipping on January 30, 2020, issues the draft Merchant Shipping (Conditions for Carriage of Livestock) Rules, 2020. These rules shall apply to the loading and carriage of livestock by sea being exported or imported or on the coast of India from/and to an Indian port on a vessel. A person shall not carry livestock by sea except in accordance with an approval granted for the purpose of these rules to be referred as livestock vessel approval. The Director General may grant or refuse a livestock vessel approval. An application for a livestock vessel approval shall be in Form 1 and contain all information that the Director General may require, including a livestock vessel plan.

A vessel shall be registered under the Merchant Shipping Act 1958 for carriage of livestock. In the case of a foreign flag vessel, the vessel shall be classified as a ‘Livestock Carrier’ by one of the Recognized Organizations of the Government of India and meet the requirements specified in these rules.

Any person likely to be affected thereby by the draft, are requested for objections or suggestions, if any, within 30 days from the date on which this draft is made available to the public. The objections, comments and suggestions to these draft rules, if any, may be sent to Joint Secretary (Shipping), Ministry of Shipping, Government of India, Transport Bhavan, 1, Parliament Street, New Delhi–110 001.
