Goa Department of Information Technology issues guidelines for implementation of software application

The Goa Department of Information Technology (DoIT) on January 20, 2020, issues guidelines for implementation of software application to further promote e-governance, e-education and streamlining of IT in the state of Goa.

The followings are the guidelines:

1. The software to be developed or procured should be Open source and adhere to Open Standards to allow interoperability between various platforms and ensure there is no vendor locking.

2. The ownership of the data should reside with the intending department.

3. The software should be hosted at the state data centre, Goa.

4. The Service Level Agreement (SLA) and exit plan may be specified in the RFP or tender document for smooth transition of the application software to a new vendor.

5. The software should adhere to the security guidelines issued by CERT-IN; guidelines for Indian Government Websites and Web Content Accessibility Guidelines; and NIC guidelines for good gov application.

All the departments and organizations intending to undertake any development the software application are instructed to follow the guidelines. The DoIT is required to issue a No Objection Certificate (NOC) for development of software application after analysing the software requirement to the indenting government department, corporations and other entities falling under the jurisdiction of Goa to ensure accessibility, safety, adaptability, no vender locking, data ownership etc.
