Ministry of Textile amends the guidelines of the Samarth-Scheme

The Ministry of Textiles has amended the guidelines of the Samarth -Scheme for capacity building in textile sector. The Scheme for Capacity Building in Textile Sector (SCBTS), called as Samarth is introduced to skill the youth for gainful and sustainable employment in the textile sector. The objectives of the scheme are to provide demand-driven, placement oriented skilling programme to incentivize the efforts of the industry in creating jobs in the organized textile and related sectors to promote skilling and skill up-gradation in the traditional sectors through respective sectoral divisions or organizations of Ministry of Textile; and to provide livelihood to all sections of the society across the country. 

It has been decided that the payment instalments of the Samarth Scheme will be on project wise mode and all the payments to be transferred to an Escrow account through PFMS in respect of all IPs including state Government bodies in accordance within provisions of General Financial Rules, 2005. The release from escrow account to be controlled, commensurate with progress of the implementation.
