The Punjab State Electricity Regulatory Commission (PSERC) on January 9, 2020, has published the PSERC (Electricity Supply Code and Related Matters) (6th Amendment) Regulations, 2020 to further amend the PSERC (Electricity Supply Code and Related Matters) Regulations, 2014.

These Regulations shall be applicable to all licensees (including entities exempted under Section 13 of the Electricity Act, 2003) in their respective licensed/supply areas and all consumers/persons in the State of Punjab.

Ø  Under Regulation 6.8.7 which specifies that if the request for extension in the validity period of Demand Notice is received within the validity/notice period, validity period will be extended, second proviso of sub-regulation 6.8.7 (b) has been substituted:

Provided further that if the applicant seeks revival of cancelled application after two years from the date of issue of Demand Notice, the request for revival of such application shall be allowed by the Licensee only once for a maximum period of 3 months provided the applicant deposits the revival fee equivalent to double the Demand Notice extension fee in addition to normal demand notice extension fee per quarter as applicable along with Security (consumption) and Service Connection Charges as in vogue at the time of revival of application/extension in demand notice. The revival of cancelled application and extension in the period of Demand Notice shall not be allowed beyond ten years from the date of expiry of original demand notice period.

Ø  Regulation 9.4: Execution of Works by the Consumer at his Own Cost has been amended

Ø  Under regulation 11.6 which specifies the Procedure for Change of Title or Transfer of Agreement, sub-regulation 11.6.3 which specifies the procedure how to apply for connection in case of death of consumer of Agriculture Pump Set (AP supply) consumer and in case of transfer of the connection.

Ø  Under regulation 16 which talks about review of security (consumption) & payment of additional security (consumption), sub-regulations 16.1 and 16.4 has been substituted.

Ø  Regulation 17.1 has been substituted:

The distribution licensee shall pay interest on Security (consumption) and Security (meter) at the Bank Rate (as on 1st April of the year for which interest is payable) as notified by RBI.

Ø  Regulation 30.9 has been substituted, which specifies the procedure for sending bill to the consumer and on fact of dispatch of bills to consumers of a particular area shall be displayed on the notice board, publicized, distribution licensee shall upload bills on its website, record of delivery of the bill in case of hand delivery and the delivery of bill through e-mail shall be followed by SMS on the registered mobile  

Ø  Under regulation 35.1 which specifies the provisions related to disputed current energy bills, sub-regulation 35.1.3 has been substituted.

These Regulations shall come into force from the date of their publication in the official gazette of the State (January 10, 2020).
