The Ministry of Agriculture and Farmers Welfare on December 02, 2019, notifies the Insecticides (Amendment) Rules, 2020 to further amend the Insecticides Rules, 1971.

The amendments are made in Rule 10(1A) of the Insecticides Rules, 1971, related to “License for sale of insecticides”, where a person who applies for the grant of licence to sell, stock or exhibit for sale or distribute insecticides shall possess or shall employ a person possessing a graduate degree in Agricultural Sciences or in Science with Chemistry or Botany or Zoology as the minimum qualification. All retailers or dealers possessing a valid licence shall be allowed upto December 31, 2020 to comply with the educational qualifications.

Also a proviso has been inserted, namely:-

“Provided also that all other existing retailers or dealers who are not covered under the second proviso, but who possess a valid licence as on the February 01, 2017, the date of commencement of the Insecticides (Second Amendment) Rules, 2017 and are without prescribed qualification, may undergo certificate course of twelve week duration with one class a week in insecticides management from any State Agriculture University or Krishi Vigyan Kendras or National Institute of Agricultural Extension Management, Hyderabad or National Institute of Rural Development and Panchayati Raj, or National Institute of Plant Health Management, Hyderabad, State Agricultural Management and Extension Training Institute, Central or State research institutes or any other Government recognised university or institute”.
