Guidelines for Issue of Identity Cards to Persons with Disabilities for availing benefits under State Sector Schemes

The State Government of Odisha on November 01, 2019 has prescribed guidelines for issue of identity cards to Persons with Disabilities (PwD) under the Services from Department of Social Security & Empowerment of Persons with Disabilities (SSEPD).

The guidelines shall be called as the “Guidelines for Issue of Identity Cards to Persons with Disabilities for availing benefits under State Sector Schemes.” 

The followings are the guidelines:

•  An identity card shall be issued to the person whose disability shall be visible to naked eyes by the qualified Medical or Rehabilitation Professionals, authorized by SSEPD Department.

•  The identity card shall be issued by a competent authority

•  It shall consist of provisional diagnosis, range and category of disability and the percentage of disability.

•  Certificates will be issued by officers authorized by Health & Family Welfare Department in all complicated and other cases of disability which involve use of medical equipment for detection of disability and requiring experts for diagnostics.

•  In case of fraudulent availing of benefits provided for PwDs, punishment with imprisonment upto two years or with fine which may extend to one lakh rupees or with both shall be awarded.

•  Benefits such as pensions, aids & appliances, marriage incentive, skill development training, State scholarships, admission to Special Schools, concession in State Carriage, inclusion in SSEPD department programmes and other Government supports shall be granted to the card holders. No reservations in Educational Institutions, Employment & Central Sector Schemes shall be granted as the benefits.

The Identity Card holders shall be enrolled under the UDID portal (www.swavlambancard.gov.in) for certification. The Identity card is provided in Annexure-A on page 5 and the list of competent authorities is provided in Annexure-B on page 6.
