The State Government of Punjab on December 13, 2019, has notified the ‘Punjab Regulation of Wood Based Industries Rules, 2019’ by repealing the Punjab Regulation of Sawmills, Veneer and Plywood Industries Rules, 2006 for the regulation of wood industry.

The rules mandate all wood industries to obtain licence and register themselves with the Department of Forests and Wildlife Preservation and to establish the source of raw material which is being used for the industry. A state level committee has been established to assess the availability of timber in the state and to provide suitable mechanism for sustainable use of timber. The committee shall grant fresh licence, registration certificate. It shall be empowered to enhance the existing licenced capacity, transfer the units, change the ownership or any other issue pertaining to licence or registration of timber-based wood industries. It shall also make appropriate recommendations to the state government on issues relating to wood-based industries.

The new wood industry shall not be granted licence within 1 km aerial distance from government forests notified as reserve forests, protected areas, protected forests or unclassed forests. A green fee shall be levied annually on all wood industries, which will be used for promotion of agro-forestry in the state and to safeguard the interests of the farmers and maintain the tree cover. It will be levied at the rate of Rs 10 per cubic metre of the installed capacity up to March 31 of each year.
