The Maharashtra Electricity Regulatory Commission (MERC) on December 09, 2019, has published the Draft MERC (Specific Conditions of Distribution Licence applicable to Indian Railways for its Distribution Operations in Maharashtra) Regulations, 2019.

These Regulations will extend to the Area of Supply of Indian Railways in the State of Maharashtra under jurisdiction and operational control of Central Zone, Western Zone, South Central Zone and South East Central Zone of Indian Railways.

These Specific Conditions with respect to Indian Railways shall be deemed to be the conditions of Licence of Indian Railways and shall govern its operations of distribution of electricity in the area specified herein.

The area of distribution:

Ø  The Area of Distribution within which Indian Railways is authorized to undertake distribution of electricity shall be the area in the State of Maharashtra under jurisdiction and operational control of Central Zone, Western Zone, South Central Zone and South East Central Zone of Indian Railway.

Ø  Indian Railways is authorized to distribute electricity for its self-use in accordance with the provisions of the Electricity Act, 2003. However, it shall not undertake trading of electricity or supply to other entities under Open Access arrangement.

MERC has prepared the Draft Regulations in accordance with the Order passed by the Central Electricity Regulatory Commission (CERC) wherein it has stated that Indian Railways is a Deemed Distribution Licensee for carrying out distribution activities for ensuring supply power in connection with working of the railways, so it shall separately specify the Specify Conditions of Distribution Licence applicable to Indian Railways.

Therefore, MERC invites comments or suggestions on the Draft Regulations on or before January 09, 2020.
