The State Government of Himachal Pradesh on December 10, 2019, has introduced a Himachal Pradesh Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill, 2019, to provide exemption from certain approvals and inspections for establishment and operation of the micro, small and medium enterprises in Himachal Pradesh and matters connected therewith or incidental thereto.

The Bill is introduced to give exemptions from certain approvals and inspections, required for the establishment and operation of new micro, small and medium enterprise so that there can be new investments, generation of more employment and to promote entrepreneurship. Therefore, the persons will be exempt, on furnishing a declaration of intent to start an enterprise, from taking certain approvals for a period of three years or till the commencement of commercial production or operation, whichever is earlier.

The Himachal Pradesh Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Ordinance, 2019 is repealed. Notwithstanding such repeal, anything done or any action taken under the Ordinance so repealed, shall be deemed to have been validly done or taken under the corresponding provisions of this Act.

It shall be deemed to have come into force on November 05, 2019.
