TRAI revises Mobile Number Portability process

The Telecom Regulatory Authority of India (TRAI) on December 10, 2019, has revised Mobile Number Portability (MNP) process. The revised MNP process shall come into effect from December 16, 2019.

The revised MNP process provides the generation of Unique Porting Code (UPC) only when the subscriber is eligible to port-out his mobile number.

Therefore, following conditions are provided for validation of UPC: -

a. For the post-paid mobile connection, the subscriber should clear all the 'outstanding dues' towards the existing telecom service provider for the bills issued as per normal billing cycle. 

b. Activation in the present operator's network shall not be less than 90 days. 

c. There should be no pending request for change of ownership of mobile number. 

d. There should be no pending contractual obligations to be fulfilled by the subscriber as per the exit clause provided in the subscriber agreement. 

In case of individual subscriber, after the UPC is issued, the porting request shall not be rejected. Whereas in case of corporate subscribers, the porting request shall be forwarded to donor operator, only for the purpose of verification of the authorization letter submitted by the corporate entity. UPC will be valid for 4 days for all Licensed Service Areas (LSAs) except the LSAs of Jammu & Kashmir, Assam and North East where it will remain valid for 30 days.

Porting shall be executed within 3 days if it is within the same circle LSA and if porting is for another circle LSA, it will be executed within 5 days. There shall be no change in the porting timelines for the corporate mobile connections.
