The Union Cabinet on November 20, 2019, has approved the introduction of Industrial Relations Code Bill, 2019. The main objective of the Industrial Relations Code, 2019 is to consolidate and amend the laws relating to Trade Unions, conditions of employment in industrial establishment or undertaking, investigation and settlement of industrial disputes and for matters connected therewith or incidental thereto.

The benefits of the Industrial Relations Code, 2019 are as follows:-

•  It has constituted two-member tribunal for speedy disposal of cases;

•  The adjudication powers shall be vested with the government officer including penalty as fine.

• Flexibility has been provided to reduce or increase the threshold by the appropriate government, for the purpose of seeking permission before closure, retrenchment and lay-off.

•  It has set up a “re-skilling fund” for training of retrenched employees.

The Code has been prepared by amalgamating and rationalizing certain relevant provisions of the Trade Unions Act, 1926, the Industrial Employment (Standing Orders) Act, 1946 and the Industrial Disputes Act, 1947. It shall extend to whole of India and shall come into effect when the Central Government may notify.
