MNRE requests EOI for third party evaluation study of New National Biogas and Organic Manure Programme

The Ministry of New and Renewable Energy (MNRE) on November 25, 2019, invites an Expression of Interest (EOI) for Third Party Evaluation Study of New National Biogas and Organic Manure Programme (NNBOMP) implemented during the period from 2017-18 and 2019-20 in thirteen representative States of the country by entrusting the study to an independent organization or agency. The NNBOMP has been implemented for dissemination and deployment of small biogas plants in the remote, rural, semi-urban areas of the country, which helps the beneficiaries in many ways by converting mainly the cattle dung, organic wastes into useful clean gaseous fuel for cooking and lighting energy, reductions in health hazards and mitigating emission of Green House Gases (GHGs), combating climate change and simultaneously producing biogas slurry as nutrient enriched organic fertilizer or manure as by-product of the biogas generation or production.

The objectives of the NNBOMP are as follows:-

1.To provide clean cooking fuel for kitchens, lighting and meeting other thermal and small powder needs of farmers or dairy farmers or users including individual households and improve organic manure system based on bio slurry from biogas plants in rural and semi urban areas by setting up small size biogas plants;

2.To mitigate drudgery of women and time saving for them for other livelihood activities and reduce pressure on forests and accentuate social benefits;

3.To improve sanitation in rural and semi-urban areas including liking sanitary toilets with cattle dung based biogas plants;

4.To provide biogas plant produced slurry as an organic enriched bio-manure to help reduce use of chemical fertilizers;

5.To meet lifeline energy needs for clean cooking;

6.To help in combating and reduction in causes of climate change by preventing emissions of GHGs such as carbon dioxide and methane into the atmosphere.

The EOI may be addressed to Shri S.R. Meena, Scientist ‘C’, Biogas Division, Ministry of New and Renewable Energy, Block No. 14, CGO Complex, Lodi Road, New Delhi-110003 upto December 16, 2019 (5:30 P.M), sealed in two envelop system.
