The State Government of Odisha on August 02, 2019 has issued the Odisha State Open University (Amendment) Bill, 2019.

The Odisha state Open University was established with the objective for introduction and promotion of Open University and Distance Education System in the State. Section 5(1) (xvii) of the said Act provides that the University shall have the power to create administrative, ministerial and other posts and to make appointments thereto, subject to condition that the University shall bear the salary cost of officers both teaching and non-teaching and other staff so appointed or engaged out of its own fund and shall not be entitled to any grant whatsoever from the Government towards that salary, remuneration, fees or honorarium cost.

But with Odisha State Open University (Amendment) Bill, 2019, the State Government of Odisha omits the words “and shall not be entitled to any grant whatsoever from the Government towards that salary, remuneration, fees or honorarium cost”, which will help the University with financial assistance from the Government to meet the salary cost of Officers (both Teaching and Non-teaching) to be engaged by the University initially. With the increase of the financial stability of the University, more need based post may be created and expenditure on this score shall be borne by the University from its own sources.
