MNRE issues Office Memorandum proportioning Renewable Purchase Obligation

The Ministry of New and Renewable Energy (MNRE) on November 06, 2019, has given clarification on Renewable Purchase Obligation (RPO) contribution of obligated entities. MNRE had issued the National Wind-solar Hybrid Policy which provides power procured from the hybrid project, used for fulfillment of solar RPO and non-solar RPO in the hybrid plant.

MNRE has clarified that the RPO contribution of Obligated Entities (OE) consuming energy from hybrid wind-solar power plant shall be based on the relative proportion of energy contributed by each source, which may be calculated based on the ratio of declared capacities of each source in the PPA. However, if the actual installed capacity of each source is different from what is declared in PPA during implementation, then the OE would have the option to choose the proportion of each source based on actual ratios of capacities installed of each source and not the capacity indicated in the PPA.
