Draft Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Tubular Fluorescent Lamps), Amendment Regulations, 2019

The Bureau of Energy Efficiency on November 06, 2019 has published the Draft Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Tubular Fluorescent Lamps), Amendment Regulations, 2019 to amend the Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Tubular Fluorescent Lamps) Regulations, 2018.

Some of the major amendments are as under:

 Regulation 6 which provides provisions related to permission for display of label:

a)Sub-regulation (2) has been substituted, namely:

For the purpose of obtaining permission of the Bureau under sub-regulation (1), permittee shall make online application as per Form I to register himself for every brand separately, accompanied by a label security fee of rupees one lakh, payable only by any acceptable electronic mode of payment: 

Provided that the label security fee for small scale industry shall be twenty-five thousand rupees

b)Sub-regulation (3) (a) and (b) has been substituted, namely:

i.an application fee of two thousand rupees per model, payable by any acceptable electronic mode of payment;

ii.documents specified in Form I to be uploaded on portal while submitting application online; Wherein, no hard copy of the online application, Form I and other documents are required to be send to the office of Bureau of Energy Efficiency; Provided, every such document, duly sealed and stamped has been uploaded on portal while submitting the application online.

 Regulation 7(4) which provides procedure for grant of permission and renewal has been substituted, namely: 

The permittee shall apply for renewal of permission before six months but not later than three months before its expiry and shall be accompanied by a fee of one thousand rupees payable by any acceptable electronic mode of payment.

The draft regulations will be taken into consideration on or after the expiry of a period of thirty days from the date on which copies of the Gazette containing this notification are made available to the public (November 06, 2019).
