MNRE Clarifies in respect of domestically manufactured solar PV cell

The Ministry of New and Renewable Energy (MNRE) on October 23, 2019, has Clarified on domestically manufactured solar PV cell.

MNRE clarified that the use of domestically manufactured solar PV cells, domestically manufactured solar PV modules, and the Manufacturing-Linked-PPA initiative by Solar Energy Corporation of India Ltd (SECI) is mandatory in the implementation of its schemes or programmes. The solar PV cell manufacturing facility shall be required to be set-up under Solar Energy Corporation of India’s (SECI) Manufacturing-Linked-PPA initiative which shall manufacture solar PV cells from undiffused wafers.

The solar PV cells manufactured using diffused silicon wafers or blue wafers shall not be considered domestically manufactured solar PV cells, and would not qualify for MNRE’s schemes or programmes. If the solar PV cells are manufactured using undiffused silicon wafer (generally called 'Black Wafer') then they will be classified under ‘Customs Tariff Head 3818’.
