UGC issues Notice regarding Public Financial Management System

The University Grants Commission (UGC), on September 25, 2019, issues Notice regarding Public Financial Management System (PFMS). UGC had implemented the Public Financial Management System to ensure complete tracking of funds released to the grantee institutions and their further expenditure up to the end-mile beneficiary and it has been noticed that some of the beneficiary institutions though registered under the PFMS have not adopted the Expenditure, Advance and Transfer (EAT) Modules of the PFMS.

Thus, UGC have decided that the grantee institutions of UGC must take following actions such like:-

 All the grantee institutions of UGC shall mandatorily start using the Expenditure, Advance and Transfer (EAT) Modules of the PFMS on real time basis positively by October 10, 2019. All the payments to the beneficiaries by the grantee institutions shall also be made only through the EAT module.

 The grantee institutions shall send the EAT report of their expenditure of grants received from UGC under different schemes along with Utilization Certificate duly signed by the head of the institution.

 The grantee institutions shall further ensure updating or posting or reconciliation of their unspent balance position on PFMS portal positively by October 10, 2019.

 The head of the institutions shall be responsible for any lapse or shortcoming or irregularity in fully implementing the EAT modules of the PFMS.

 No further grants will be released to the grantee institutions unless the fully implement the EAT modules of PFMS and send the EAT expenditure report to UGC.
