TRAI releases a consultation paper on reforming the guidelines for transfer or merger of telecom licenses

The Telecom Regulatory Authority of India (TRAI) on September 19, 2019, decided to release a Consultation Paper on “Reforming the Guidelines for transfer and Merger of Telecom Licenses”. Mergers and Acquisitions (M&A) are common in every sector resulting benefits in improving economies of scale & scope, enhancing efficiency, attracting investments, promoting efficient utilization of resources and increasing affordability of services. The Department of Telecommunications (DoT) in its letter dated May 08, 2019 informed that the National Digital Communications Policy (NDCS), 2018 envisages simplifying and facilitating compliance obligations as one of the strategies and reforming the guidelines for Mergers & Acquisitions, 2014 to enable simplification and fast-tracking of approval as one of the action plan for fulfilling the strategy.

Accordingly, TRAI releases the Consultation Paper providing the background information and seeking inputs from the stakeholders on reforms required to be made in the existing guidelines on transfer or merger of licenses to enable simplification and fast tracking of approvals.

The written comments on the draft Consultation Paper are invited from the stakeholders by October 18, 2019 and counter-comments by November 01, 2019.
