The State Government of Andhra Pradesh on September 16, 2019 has published the Andhra Pradesh (50 Percent Reservation to Backward Classes (BCs), Scheduled Classes (SCs), Scheduled Tribes (STs) and Minorities in Works Contracts and Service Contracts given on nomination) Rules, 2019.

Ø  Registration of works contractors and service contractors:

Registration as works contractors or service contractors is mandatory to get awarded with any work contract or service contract on nomination basis under this Act.

Ø  Apportionment of 50% reservation:

The 50% reservation shall, in turn, be apportioned among different reserved categories as mentioned below:

                      i.             BC and Minorities: 29%

                     ii.            Scheduled Caste: 15%

                   iii.            Scheduled Tribes: 6%

Ø  Exemption of Experience Certificate and Solvency Certificate:

For registration as works contractors and service contractor, furnishing of Solvency Certificate and Experience Certificate is exempted for a period of three months to facilitate registration of works contractors and service contractors belonging to reserved communities.

Ø  Unit of Implementation:

However, for the purpose of awarding a works contract or service contract, a Unit is either a District or State, as the case may be.
