Draft UERC (The Electricity Supply Code, Release of New Connections and Related Matters) Regulations, 2019

The Uttarakhand Electricity Regulatory Commission (UERC) has published the Draft UERC (The Electricity Supply Code, Release of New Connections and Related Matters) Regulations, 2019 for public comments.

These Regulations will be applicable to all the Distribution and Retail Supply Licensees including Deemed Licensees and all its consumers in the State of Uttarakhand and all other persons who are exempted under Section 13 of the Electricity Act, 2003, which specifies the Power of the Appropriate Government to exempt.

Further these Regulations includes:

Ø  Classification of Supply: Provides the details of declared voltage of the AC supply under normal conditions and various category of loads.

Ø  Release of New Connections: provides the procedure to be followed by an applicant of new connection and by the Licensee for Release of New Temporary Connection, LT Connection and HT/EHT Connection, entailing the documents to be submitted by an applicant, preliminary inspection by the Licensee, charges to be deposited by the applicant, processing of application by the Licensee and withdrawal of application by the applicant.

Ø  Existing Connections: provides the procedure for Enhancement and Reduction of the contracted load of a consumer of electricity and the procedures pertaining to the same, assessment of Additional Security to be deposited by the consumer of electricity, transfer of connection in cases such as change in name due to change in ownership/occupancy or change due to legal heirship or change in category.

Ø  Metering & Billing: It provides general conditions for metering and billing.

Ø  Disconnection & Reconnection: Specifies the conditions where the connection can be disconnected by the Licensee and reconnecting the same and procedure to be followed in disconnection/reconnection of the connection.

Ø  Unauthorised Use & Theft of Electricity: Provides a procedure for booking a case for Unauthorised Use of Electricity and Theft of Electricity.

UERC invites comments/suggestions/objections on the draft Regulations from all the stakeholders latest by July 30, 2019.
