The Tripura Employees’ State Insurance (Medical Benefits) (Amendment) Rules, 2018

The State Government of Tripura on August 20, 2019, has published the Tripura Employees’ State Insurance (Medical Benefits) (Amendment) Rules, 2018, to further amend the Tripura Employees’ State Insurance (Medical Benefits) Rules, 2008.

However, the Tripura Employees’ State Insurance (Medical Benefits) (Amendment) Rules, 2018 had published for objections or suggestion, but nor such objections were received. Therefore, State Government of Tripura Published the Tripura Employees’ State Insurance (Medical Benefits) (Amendment) Rules, 2018.

The amendment in the Tripura Employees’ State Insurance (Medical Benefits) Rules, 2008 is as under:

Rule 19 which specifies Administrative Control has been substituted, namely:

(i)                  All State Insurance dispensaries, hospitals, clinics, mobile dispensaries and other medical institution specified for the purpose of providing medical benefits under this Rule shall subject to administrative control and superintendence of the Administrative Medical Officer or the Society, if so, established and registered with the approval of the Corporation/ Central Government for carrying out all the activities for the purpose of providing medical benefits to the Insured Persons

(ii)                The Society shall serve as a Managerial, Administrative Body to the Employees’ State Insurance Corporation for Administration and Management of Medical Benefits and all medical establishments functioning under the Employees’ State Insurance (ESI) Scheme in the State

(iii)               It will receive, expand and disburse all funds and keep proper accounts of the funds as received from the ESIC and State Government / Other sources, including all expenditure and disbursement thereon

(iv)               The Society will take decision for establishment of any new ESI Dispensaries/ Hospitals/ Health Care Units etc, to take care of the existing such establishments for their proper Administration and Management

(v)                It will arrange for creation/ recruitment/ engagement of any Administrative, Medical and non-medical staff for the ESI Dispensaries/ Hospitals/ Health Care Units as may be necessary from time to tome for proper and smooth running of the ESI Scheme, after taking approval of the appropriate authority as required

(vi)               It may create any new administrative, Medical, Non-Medical, Technical, Non- Technical and other posts for ESI Dispensaries/ Hospitals/ Health Care Units etc. so established in the state and also for the office of the Society, as may be deemed necessary and proper, with approval of ESIC/ Appropriate authority

(vii)             It will take care for implementation of the Guidelines and other statutory/ institutions etc. properly and may make new Rules, By-Laws including modification of the existing Guidelines, Rules etc., for proper conduct and better administration of functioning the ESI Dispensaries/ Hospitals/ Health Care Units etc. in the State

(viii)           It may undertakes such other activities as may deem proper for strengthening medical facilities to the Insured Persons and their dependent family members, as may be asked for and identified by the ESIC from time to time.
