The State Government of Goa on August 01, 2019, has published the Factories (Goa Amendment) Bill, 2019, to boost the manufacturing sector and to facilitate ease of doing business.

The following amendments in the Factories Act, 1948:

Ø  Amendments:

a)      Amendment to section 65 which specifies the Power of the State Government to make exempting orders, empowers the Chief Inspector to exempt, any or all of the adult male workers in any factory or group or class or descriptions of factories from the provisions of Factories Act, 1948 to deal with an exceptional press of work, and also to enhance the total hours of work per week from 60 to 72 and the total hours of overtime in any quarter from 75 to 125.

b)      Amendment to section 66 which specifies the restrictions on employment of women, to empower the Government to specify the conditions for ensuring the safety of women who work in any factory or manufacturing process between the hours of 7:00 P.M. and 6:00 A.M.

c)       Amendment to section 106 which specifies the Limitation of prosecutions, so as to enhance the time allowed for making complaint from three months to six months.

Ø  Insertions:

Section 92A: Compounding of certain offences

Insertion of section 92A, enables compounding of certain offences before or after the institution of prosecution and Fourth Schedule, specifying therein the compoundable offences.
