Draft Bihar Electricity Regulatory Commission (Consumer Grievance Redressal Forum, Electricity Ombudsman and Consumer Advocacy) (First Amendment) Regulations, 2019

The Bihar Electricity Regulatory Commission (BERC) on August 01, 2019, has published the Draft Bihar Electricity Regulatory Commission (Consumer Grievance Redressal Forum, Electricity Ombudsman and Consumer Advocacy) (First Amendment) Regulations, 2019, to further amend Regulation 2 of the BERC (Consumer Grievance Redressal Forum, Electricity Ombudsman and Consumer Advocacy) Regulations 2017, which specifies the Consumer Grievance Redressal Forum: Constitution of the Forum.

These Regulations shall be applicable to all distribution licensees in the "State of Bihar" in their respective licensed areas.

These Regulations shall be construed harmoniously with the standards of performance of the distribution licensees and the Electricity Supply Code specified by the BERC under the provisions Section 181 of the Electricity Act, 2003, which specifies the power of the State Commission to make regulation. In case of any inconsistency with these Regulations, the standards of performance of the distribution licensees and the Electricity Supply Code shall prevail.

BERC invites written comments or suggestions or objections on the proposed draft from General Public and the Stakeholders on or before September 11, 2019 addressed to Secretary, BERC, Vidyut Bhawan-II, J. L. Nehru Marg, (Bailey road), Patna – 800021.

These Regulations shall come into force from the date of their notification in the Official Gazette.
