Protection of Human Rights (Amendment) Act, 2019

The Ministry of Law and Justice on July 27, 2019, has published the Protection of Human Rights (Amendment) Act, 2019 to further amend the Protection of Human Rights Act, 1993. It shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint.

The amendments made in the Protection of Human Rights Act, 1993 are:

 New definitions on Chief Commissioner, National Commission for Backward Classes, National Commission for Protection of Child Rights has been inserted.

 The Section 21 talks about the “Constitution of State Human Rights Commission”, the sub-rules (7) and (8) has been inserted, namely, the Central Government may, by order, confer upon the State Commission the functions relating to human rights being discharged by the Union territories, other than the Union territory of Delhi. The functions relating to human rights in case of Union territory of Delhi shall be dealt with by the Commission.
