Draft Central Motor Vehicle (Amendment) Rules, 2019

The Ministry of Transport and Highways on July 18, 2019, has published a draft Central Motor Vehicles (Amendment) Rules, 2019 to further amend the Central Motor Vehicles Rules, 1989. These Rules shall come into force on the date of their final publication in the Official Gazette.

The amendments made under the Central Motor Vehicles Rules, 1989 are:

1. In Rule 50(1)(vi) which talks about the ‘Form and manner of display of registration marks on the motor vehicles’, a new proviso has been inserted providing that in case of Construction Equipment Vehicles, the size of plate shall be 500x120 mm or 340x200 mm, depending on the equipment size and availability of space. 

2. After the Rule 50(2)(d), a new clause (AB) has been inserted, namely, “in case of motor cab under rent a cab scheme 1989, in yellow colour on black background however in case of battery operated/electrically powered motor cab under rent a cab scheme 1989, in black colour on green background”.

3. In Rule 51, in the table serial number 12 has been inserted, namely “Construction Equipment Vehicles”.

Any person likely to be affected thereby by the draft, are requested for objections or suggestions, if any, within thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public. The objections and suggestions to these draft rules, if any, may be sent to the Joint Secretary (MVL), email at [email protected], Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001.
