Manipur Government introduces new Centralized Management Information System

The Government of Manipur on July 06, 2019, has issued an Office Memorandum regarding the process of MGEL/CPIS updation with the new Centralized Management Information System (CMIS) to update faster, transparent and simpler and also to integrate payroll in the system.  

The CMIS is a centralized web based integrated system of personnel information and payroll. It is the first step in the direction of achieving aim of paperless electronic payroll i.e. paybill generation, electronic submission, electronic audit and electronic payment to the employees. 

The process of MGEL updation will now be modified as follows, after the roll out of CMIS:

1.The Nodal Officer will no longer be required to submit CPIS forms to the Directorate of MIS for MGEL updation.

2.The concerned HODs will be submitting the proposals of MGEL updation online along with the scanned copies of all necessary relevant documents through CMIS software.

3.The online proposals from the HODs will be processed at the Directorate of MIS for necessary approval and updation.

4.The concerned DDOs shall prepare paybill or salary of its employees through CMIS software as per the updated staff strength of its respective offices.

5.The concerned treasury officers or sub-treasury are to strictly release the salary of the employees based on the paybills or salary bills prepared through CMIS payroll&cat=All%20Categories'>CMIS payroll system.

The above instructions shall come into effect from July 16, 2019. 

The existing CPIS will cease to operate from July 16, 2019 and will be replaced by CMIS.
