DGS issues new procedures for uploading seafarers engagement and discharge data

The Directorate General of Shipping (DGS) on June 20, 2019, introduces the new procedure for submission of seafarers’ data in respect of their engagement and discharge has been implemented and the same is functional with effect from March 16, 2019.

The following formulations are:

1. The “Date of sign on shore”/“Date of commencement of contract” shall be entered within 15 days from the date of contract signed.

2. The “Date of sign on ship” shall be entered within 30 days from “Date of Sign on Shore”/“Date of Commencement of Contract”.

3. The “Date of sign off ship” shall be entered within 15 days from the date seafarer signs off from the ship.

4. The “Date of sign off shore”/“Date of completion of contract” shall be entered within 15 days from the date of the signed off shore.

5. The system will not allow submitting any data if the details are not submitted in the stipulated time frame.

6. The system will not allow submitting data of seafarers more than the number of seafarers covered under bank guarantee at any given point of time.

In the event of default of the said provisions of new procedure, the ship-owner or RPSL shall be debarred from using the said system for a period of one month and if it is reported by the seafarers concerned that their data has not been uploaded by the company or RPSL then, it shall be debarred from using the system for a period of three months. The repeated defaulters shall be debarred from using the DGS e-system besides strict action against them under the provision of Merchant Shipping Act, 1958 and M.S. (Recruitment & Planning of Seafarers) Rules, 2016.
