Draft Chhattisgarh State Electricity Regulatory Commission (Grid Interactive Distributed Renewable Energy Sources) Regulations, 2019

The Chhattisgarh State Electricity Regulatory Commission (CSERC) on June 12, 2019, has published the Chhattisgarh State Electricity Regulatory Commission (Grid Interactive Distributed Renewable Energy Sources) Regulations, 2019, specifying the terms and conditions of tariff for distributed solar power projects in the State.

Ø  Scope and applicability:

1.       These Regulations would apply to:

a)      Prosumer Distributed Renewable Energy System (PDRES) owned by prosumer or Renewable Energy Service Company (RESCO).

b)      Independent Distributed Renewable Energy System (IDRES) installed in the area of supply of the distribution licensee.

2.       These Regulations do not preclude the right of any person to undertake renewable energy projects through alternative mechanism.

3.       The consumer availing open access may establish renewable energy systems in its premises only if it is under the IDRES.

Ø  Further it includes:

a)      Renewable Purchase Obligation

b)      Technical Standards and Safety, Metering Infrastructure

c)       Net Metering Arrangement

d)      Independent Distributed Renewable Energy Systems

e)      Governance Structure, Institutional Framework, Roles and Responsibilities

f)       Miscellaneous.

These Regulations will come into force from date of publication in the Official Gazette and it will extend to the whole of the State of Chhattisgarh.
