Financial Assistance to Persons with Special Needs, 2009

The Department of Social Welfare on June 18, 2019, has published the Financial Assistance to Persons with Special Needs, 2009. The amendment has been made in Rule 3(j).

The definition of Disability as mentioned in Rule 3 (j) of the Financial Assistance to Persons with Special Needs, 2009 dated November 04, 2009, will be replaced by the following definitions

Specified Disability

1) Physical disability: It includes Locomotor disability, Visual impairment, Hearing impairment, Speech and language disability.

2) Intellectual disability is a condition characterised by significant limitation both in intellectual functioning (reasoning, learning, problem solving) and in adaptive behaviour which covers a range of every day, social and practical skills.

3) Mental behavior: Mental illness means a substantial disorder of thinking, mood, perception, orientation or memory that grossly impairs judgment, behaviour, capacity to recognise reality or ability to meet the ordinary demands of life, but does not include retardation which is a condition of arrested or incomplete development of mind of a person, specially characterised by subnormality of intelligence.

4) Disability caused due to Chronic neurological conditions and Blood disorder.

5) Multiple disabilities including deaf blindness which means a condition in which a person may have combination of hearing and visual impairments, causing severe communication, developmental, and educational problems.

The above amendments shall be effective from the month of Notification.
