FSSAI issues Guidelines for collection of Used Cooking Oil from FBOs by Biodiesel Manufacturers

The Food Safety and Standards Authority of India (FSSAI) on May 06, 2019, has issued Guidelines (Page 2) for collection of Used Cooking Oil (UCO) by Biodiesel Manufacturers from Food Business Operators (FBO) through their authorized collection agencies.

The Guidelines by Expert Committee constituted by FSSAI are as under:

 Till the mechanism of registration of Biodiesel Manufacturers is devised at State or Union Territories (UTs) level as notified by the Ministry of Petroleum and Natural Gas vide Notification No. P-13039 (18)/1/2018-CC (P-26825) dated April 30, 2019, the Biodiesel Manufacturers may enroll themselves with FSSAI for collection of UCO from FBOs by submitting certain documents to FSSAI. 

 This provisional enrolment will be valid till the registration mechanism in States or UTs gets devised.

 The Biodiesel Manufacturers shall authorize the collection agencies or aggregators for collection of UCO and ensure that the UCO collected by such agencies does not go back into food value chan and is used for manufacture of biodiesel only.

 The Biodiesel Manufacturer would issue a Certificate to collection agencies or aggregators authorizing them to collect UCO. The collection agencies may be enrolled with more than one Biodisel Manufacturers.

 Quarterly returns shall be submitted by the biodiesel manufacturers to Regulatory Compliance Division, FSSAI with a copy to State FDA or State Biofuel or Bioenergy Boards so as to enable them to keep record and monitor their progress.

 Once the biodiesel manufacturers are registered under States or UTs level as notified by Ministry of Petroleum and Natural Gas, they will not be required to enroll themselves with FSSAI.
