Clarification regarding discontinuing submission of physical copy of RCMCs while filing application of incentives or entitlements under FTP

The Directorate General of Foreign Affairs (DGFT) on May 22, 2019, has issued a Trade Notice in order to give clarification regarding the dispensation of requirement of a physical copy of RCMC from July 01, 2019 while filling application for incentives or entitlements under Foreign Trade Policy (FTP). It was previously decided that the requirement of a physical copy of RCMC will be dispensed from July 01, 2019 vide Trade Notice No. 12/2019-20 dated May 13, 2019, and the validity of RCMCs will be checked directly from the DGFT’s database.

With regard to appropriateness of EPCs, it is clarified that:

 An entity requires only one RCMC from its relevant EPC as per Appendix-2T. It can keep on adding any number of business afterwards and RCMCs from other EPCs will be optional.

 If an entity, having RCMC for goods from a particular EPC/FIEO, exports services subsequently, there is no need to obtain second RCMC from SEPC (membership with SEPC in such a case is optional).
