Food Product Categorization of Pan Masala, Mouth Freshner & Mukhwas in Food Licensing Registration System

The Food Safety and Standards Authority of India (FSSAI) on May 02, 2019, with the approval of Competent Authority, clarified regarding the categorization of Pan Masala, Mouth Freshner & Mukhwas etc. FSSAI received several complaints regarding categorization and after detailed deliberations, the Scientific Panel has recommended that the food categorization codes may be used for the issuance of license to such products.

The following food categorization codes:


Food Products



Pan Masala and arecanut based mouth freshners

15.2 (processed nuts including coated nuts and nut mixtures)


Spices based mouth freshners

12.2.1 (herbs, spices including Masalas)

All the Commissioners of Food safety of all the states as well as the Union Territories and Central Licensing Authorities are requested to suitably guide all food Business Operators (FBOs) applying for Pan Masala, Mouth Freshner, Mukhwas, to obtain licenses as the categories mentioned above. Also the FBOs who have already obtained licenses for the said products under different categories are advised to modify their respective licenses within a period of three months. This provision has already been incorporated in Food Licensing and Registration System (FLRS).
