The University Grants Commission (UGC) on April 08, 2019 notifies grantee institutions registered under Public Financial Management System (PFMS) to adopt Expenditure, Advance and Transfer (EAT) modules of PFMS. UGC had already introduced the PFMS to ensure complete tracking of funds released to the grantee institutions and expenditure up to end mile beneficiary. It has been noticed that some institutions registered under PFMS are yet to adopt EAT Modules of PFMS.

The grantee institutions should take following actions:

•All the registered agencies implementing UGC Schemes shall mandatorily use EAT modules with immediate effect.

•All the payments made to vendors by the grantee institutions shall be made only through the EAT module.

•The beneficiary institutions shall send EAT report received from UGC along with Utilization Certificate duly signed by the head of the institution.

•No further funds will be released to the beneficiary institutions unless that implement the EAT Module of PFMS and send the EAT expenditure report to UGC.
