DGFT discontinues the physical copy of Advanced/EPCG Authorisations in case of procurement from SEZs

The Directorate General of Foreign Trade (DGFT) has come to notice that procurement from SEZs has been adversely affected due to the discontinuation of Telegraphic Release Advice (TRA) facility for authorization from Electronic Data Interchange (EDI) ports vide Circular 19 dated February 14, 2019. Therefore, for trade facilitation, it has been decided by the DGFT for partial modification of Policy Circular, the following process will be followed:

Procurement from SEZs

•In case of procurement from SEZs, TRA facility will be operated by Regional Authorities (RAs) of DGFT. The request from TRA for EDI ports to SEZs shall be made to the concerned RA.

•In cases where the request on a plain paper has been made along with application for authorization, RA may issue a “Certificate of supplies from SEZ”, containing details, for the requested item, after making the import item “Invalid for direct imports”. The “Certificate of supplies from SEZ” shall be marked in quadruplicate. The Certificate will be issued as an online amendment to the authorization and has to be transmitted.

•In cases where the request for issue of “Certificate of supplies from SEZ” has been made in due course, it will be accompanied with an authorization utilization status issued by the relevant customs authorities mentioned on the authorization for the RA to verify the actual utilization of authorization at the time of application. The remaining procedure will remain same as the case, were the request has been made along with the application.
