License/ Registration of Forfeited Rice Kernels and Forfeited Rice by Food Business Operations under FSSAI

The Food Safety and Standards Authority of India (FSSAI), in continuation of FSSAI letter no. Stds/Nutra(Training)/FSSAI-2018 dated April 04, 2018, has published a letter on September 20, clarifying that the broad category of Forfeited Rice Kernels (FRKs) falls under category 99 (substances added to food), as it is a premix sub-category 99.5 that is nutrient and its preparation.

The FSSAI also stated that, if Food Business Operations (FBO) is only producing FRK, such FBO shall obtain License/Registration under category 99, sub-category 99.5. If FBO blending sourced FRKs with normal rice, then the final product is forfeited rice and the produce category for forfeited rice is 06 Category 06 gives provisions for Cereals and cereal products, derived from cereal grains, from roots and tubers, pulses, legumes (fresh pulses and legumes are covered in category 4.2) and pith or soft core of palm tree, excluding bakery wares of food category 07.0: Includes unprocessed (06.1) and various processed forms of cereal and cereal-based products.

It has also been stated that, if the same FBO is producing FRK and blending it with rice, such FBO shall obtain License/Registration under two separate categories that is category 99 for FRK and category 06 for forfeited rice.
